The super typhoon Haiyan that hit the Philippines last week, attaining wind speeds of up to 315 kilometres per hour and leaving thousands dead or homeless in its wake, is a stark reminder of what is at stake at the 19th UN Conference of Parties taking place in Warsaw, Poland (11-22 November).

"The time for negotiations is over," said Alicia Ilaga, a Filipino delegate.

"What we need now is action. In 2013 we have already experienced 22 devastating typhoons. Our country can't afford it, yet the IPCC [Intergovernmental Panel on Climate Change] confirms that this will become a steady trend and the process can't be halted now."
