The Oslo Manual of the Organization for Economic Co-Operation and Development (OECD) is part of the Frascati family of manuals which provide guidelines for the measurement of scientific and technological activities. The Oslo Manual is in its second edition (1997) and is currently under revision. It offers guidance on the measurement and interpretation of data on innovation activities in industry.

In addition, this manual also contains definitions of concepts which are relevant for the analysis of technological innovation, a review of the understanding of the innovation process and the implications of this understanding for policy making.
