This report is the result of a meeting, convened by the Pew Center on Global Climate Change, on how countries can reduce emissions while sustaining growth. The meeting included stakeholders from industry, national governments, and nongovernmental organisations.

The report suggests that if future action on climate change is to be effective, it must engage major economies, provide flexibility, couple near-term action with long-term goals, integrate climate and development, address adaptation and be fair. It also outlines potential approaches for future efforts, including the use of targets and trading and technology research and development among others.
