The continuous assessment of country R&D investments should underpin policy analysis and decision-making in science and technology issues. The Frascati Manual, published by the Organization for Economic Co-Operation and Development (OECD), provides the international standard practice for compiling and analysing R&D statistics.

This manual, now in its sixth edition (2002), presents the key guidelines and methodology for collecting R&D data, and provides classifications to be used in collecting statistics. The manual also contains definitions of the basic concepts associated with R&D and discusses how R&D relates to other relevant scientific and technological activities which impact on innovation and consequently on socio-economic development.
