This report presents important environmental events and developments of 2012, and provides an overview of the status of key environmental indicators. It highlights the benefits of carbon storage in soil and the decommissioning of nuclear power plants as issues of emerging significance, and aims to strengthen science policy in these areas.
According to UNEP's executive director, although these may seem like separate issues, they go to the heart of questions about ensuring enough food and fuel while combating climate change and handling hazardous waste.
The report points out that the draining of peatlands is producing carbon dioxide emissions that amount to around six per cent of man-made greenhouse gas emissions; and their degradation is occurring 20 times faster than peat is accumulated. It also suggests that the nuclear industry needs to develop safer, faster and cheaper decommissioning of nuclear power plants.

This report, which is part of the UN Foresight Initiative, describes the 21 most pressing emerging global environmental issues — those recognised as very important to well-being by the scientific community, but are not yet receiving enough attention from the policymakers. These cover a range of themes, from food security to biodiversity, energy and technology.
One of the most important cross-cutting issues identified in the report is the need to rethink international environmental governance. Other areas in need of improvement include the science–policy interface, and coping with incremental damage to the environment.
Improving food security in light of changing climate is also high on the list of priorities, with the report suggesting a need for more comprehensive early warning systems, support for smallholder farmers, efforts to reduce food waste and increasing agricultural efficiency. Other issues highlighted include managing the impacts of glacial retreat; improving ocean governance; accelerating the implementation of renewable energy systems; and considering the environmental implications of nuclear reactor decommissioning.

This report explains how acidification, warming and de-oxygenation are affecting the oceans, and encourages policymakers to mitigate these stressors and prepare appropriate policy statements ahead of Rio+20. It was written with the aim of raising awareness of ocean issues at the COP17 in Durban, South Africa.
The report provides definitions of ocean acidification, warming and de-oxygenation. It includes a guide to ocean impacts predicted to occur this century unless greenhouse gas emissions are substantially reduced, and how these impacts will, in turn, affect the climate via feedback mechanisms. It also outlines recommendations for mitigation, adaptation and research to improve understanding of these stressors.

This report analyses the links between energy access, income and livelihoods. It examines the definition of energy access, and reintroduces — and updates — the concept of 'total energy access' as a progressive framework to measure how people use energy in a healthy and productive way.
It states that agriculture is one of the sectors hardest hit by unreliable supplies of electricity, and argues that, for smallholder farmers, more use of modern energy services at various steps along the value chain can contribute to increasing incomes.
The authors conclude that energy access cannot guarantee improved livelihoods without reliability, quality, and cost-effectiveness of energy supplies — combined with access to markets, networks, and sufficient demand. Their analysis also suggests that making the transition from traditional to modern energy supplies holds new opportunities to earn a living from supplying energy.
Reaching poor people with modern energy carries social, economic and environmental benefits, and stakeholders — national governments, donors, utilities, businesses and civil society, community groups, and individual consumers — have a crucial role to play in creating universal energy access.

This policy brief looks at the role of intellectual property rights in developing and accessing technologies for mitigation and adaption to climate change. It provides an overview of intellectual property rights as the main mechanism of encouraging technological innovation for responding to climate change, and describes the issues that prevent constructive discussion in the area. The brief brings together diverse perspectives to propose action, beginning with building trust and exploring potential policy options, challenging countries to go beyond their entrenched positions and thus enable productive climate talks. It concludes with a caution that without reaching a compromise, the impasse will prevent a significant move towards green technologies.

This report, published by the Intergovernmental Panel on Climate Change, examines the role of renewable energy sources and technologies in the mitigation of climate change and provides policy relevant information. The authors evaluate the scientific literature on six renewable energy sources — bioenergy, direct solar energy, geothermal energy, hydropower, ocean energy and wind energy — and their current deployment. The report describes how each of these power sources can be integrated into future energy systems, and outlines future research needs in the context of sustainable development. It puts forward strategies to overcome environmental and social consequences associated with the deployment of such technologies, and compares the cost of energy from renewable sources to non-renewable sources.

This report, published by the UK's Royal Society, reviews evidence about solar radiation management (SRM), a 'geoengineering' technique that involves deliberate intervention in the climate to counteract global warming, which was gathered during a year-long project — Solar Radiation Management Governance Initiative. It also summarises issues raised during the project by 27 experts from 17 countries and other stakeholders.
The report explores the scientific, ethical, political, social and technological challenges raised by proposals for research into SRM, as well as perspectives on how to address these challenges. It offers no recommendations, but states that the uncertainty about the risks and benefits of SRM can be resolved with the successful governance of research, and concludes with a number of 'messages' that provide a foundation for greater dialogue.

This paper aims to identify key components of effective renewable energy policy in developing countries. It draws from published research and case studies in 12 countries in Africa, Asia and Latin America to provide recommendations on how countries can maximise international support for the development and deployment of renewable energies.
The authors argue that the global energy system needs to change, and that developing countries are at the forefront of this challenge because they are expected to contribute 80 per cent of the world's capacity for new electricity generation over the next two decades. The authors conclude that donors should move beyond funding individual projects to support nationwide initiatives for renewable energy.
The report looks at what developing countries are already doing to deploy renewable energy; gives an overview of key principles of renewable energy policy; discusses lessons learned from existing initiatives; and identifies areas where international support could help.

This policy brief, from Harvard University, explores research and development (R&D), cost and performance issues that the nuclear power sector needs to consider if the industry is to meet the growing demand for carbon-free energy. Based on surveys it offers estimates of the costs and performance of this research, and potential benefits that could be gained over the next 20 years.
A key finding is that current levels of public investment in nuclear power technologies will not lead to a major reduction of the cost of nuclear plants by 2030. Instead, many of today’s R&D programmes are focused on capabilities such as extending uranium resources or improving waste management and safety. The authors acknowledge that the Fukushima accident has highlighted the need for better preparedness and has undermined confidence in nuclear energy. The report concludes that development of nuclear power should address issues aside from R&D such as getting public acceptance and support from governments.

This paper, published by the UK-based Institute of Development Studies, examines how disaster risks associated with climate change might impact electricity generation and energy planning — which is an emerging research and development agenda. The authors argue that energy researchers and policymakers have overlooked how changing disaster risks could affect electrical power production.
The report assesses the vulnerability of nuclear power as well as several other options for energy generation — including oil, natural gas, hydropower and bioenergy — and identifies the implications for energy policy and planning. It lists recommendations as to how policymakers could take into account the link between disaster risk management and low-carbon development to improve the capacity of developing countries to build resilience. Suggestions include completing environmental impact assessments when siting new power plants, establishing better links between energy, climate, and disaster policymakers, and planning climate change adaption strategies for electricity production.

This safety guide, published by the International Atomic Energy Agency (IAEA), is designed to help countries prepare plans to improve their capacity to respond to nuclear or radiological emergencies whether as a result of an accident or malicious use of nuclear material. The guide can also be used to meet IAEA's safety requirements.
It outlines generic and operational criteria, according to specific radiation doses, to help policymakers decide between different courses of action to protect the public, emergency workers and the environment. It includes guidelines for assessing food and water contamination, and subsequent remediation measures, as well as on how to set safety perimeters around an incident depending on initial observations at the scene. The guide also outlines lessons learned from past experiences.

This report, published by the International Atomic Energy Agency (IAEA), details a survey of all significant nuclear-related developments that took place in 2010 worldwide, and outlines how each of the developments has affected the work of the IAEA.
It provides updates on the status and trends in nuclear power, including plants that are under construction, and offers up-to-date details of global uranium resources, safety and emergency preparedness guidelines, and applications of nuclear technology in areas such as cancer treatment. Changes in nuclear law, proposals for nuclear waste management and the status of decommissioned sites are also discussed. The report concludes that countries, international organisations and civil society must work together and respond to future challenges collectively if nuclear energy is to benefit development.

This review article, published before the accident at Fukushima, discusses the immediate and long-term prospects of nuclear power development to meet future carbon-free energy needs. It explores opportunities and constraints of generating a nuclear power 'renaissance', and puts forward six possible options for building a sustainable nuclear energy industry.
The authors say that nuclear technology is at a crossroads, and if it is to move forward a two-stage strategy is needed. The first stage must involve developing or extending the life of the world’s existing nuclear plants over the next two years, to improve their efficiency and reliability. In the second stage, after 2030, the industry should look to build new nuclear power stations with large-scale fuel cycles that may include fuel reprocessing. They highlight measures that, if taken now, could make nuclear a viable energy option in the future.

This guide, published by the International Atomic Energy Agency, offers practical advice for policymakers, managers and advisers in countries that are setting up their first nuclear power plant, or those restarting an inactive nuclear programme. It provides information about the activities, responsibilities and desired attributes of those running nuclear plants, whether private companies or the state. It also describes the experience of countries that have built and operated nuclear power plants, and outlines how the owner and operator should interact with national authorities, nuclear and environmental regulatory bodies, the national grid, waste management, and emergency planning and response organisations. The report also provides examples of contracts that can be used in the process of setting up a power plant.

This report provides information on the development of the solar energy sector in Asia and the Pacific, including investment opportunities and challenges. It also gives an overview of how the Asia Solar Energy Initiative (ASEI), set up by the Asia Development Bank, aims to facilitate the development and deployment of 3,000 megawatts of solar power generation projects in the region by 2013.
Challenges outlined in the report include limited energy distribution technology that can help transmit power to populated areas; the high costs of solar energy development and lack of access to long-term financing; weak institutional capacity; and limited knowledge sharing.
The report concludes that the ASEI can drive down costs, act as a catalyst for solar innovation and serve as a model for other regions that hold similar solar energy potential, such as northern Africa, Latin America and the Caribbean. It highlights the Asia Accelerated Solar Energy Development Fund, a financing mechanism set up specifically to support the preparation of solar power projects in Asian countries.

This series of factsheets publishes information on clean development mechanism (CDM) activities for Cambodia, China, India, Indonesia, Lao PDR, Mongolia, the Philippines and Thailand. CDM projects involve the use of clean technologies such as solar panels to generate emission reduction credits that can be counted towards meeting targets of the Kyoto Protocol.
The factsheets provide an overview of CDM project developments in Asia. They offer country-specific information, including domestic greenhouse gas emissions and useful references. They also outline national legislations, processes and criteria required for project approval. Some of the factsheets list examples of approved projects and contact details of the relevant authorities. The Indonesia report is available in Indonesian and the booklet is available in Japanese.

This set of factsheets presents key data on the impact of low carbon development on several areas linked to sustainable growth including poverty reduction; natural resource scarcity; 'green' jobs; transport; and fossil fuel subsidies.
Each factsheet synthesises the latest evidence from research conducted by institutions, consultancies and leading thinkers. The work aims to understand how investment in clean energy in developing countries can lead to economic growth. The first factsheet, for example, discusses how investment in small-scale, off-grid renewable energy can create jobs.
To illustrate the issues discussed, the factsheets use case studies from specific countries and projects. They use the phrase 'triple win' to indicate where low carbon development brings benefits in mitigation, adaptation and poverty reduction, and 'double win' where benefits are seen in two of these areas.

This report aims to inform energy and forestry policymakers in non-OECD counties about biomass energy, which these countries depend on mostly for cooking and heating. It draws on global literature to give an account of the emerging biomass energy boom, the advantages and disadvantages of biomass and how it compares with alternative renewable energy sources. It also provides guidance on developing policies that optimise the positive impact of biomass energy on poverty reduction and the preservation of ecosystem services.
The International Energy Agency predicts that biomass, which currently makes up ten per cent of the world's primary energy supplies, will become increasingly important as a source of energy, rising to 30 per cent by 2050. The report argues that since non-OECD countries are disproportionately dependent on biomass energy (26 per cent), they could capitalise on this trend by acting now to legalise biomass supplies and ensure that it is produced sustainably. This would allow them to create more advanced biomass energy options in the future, such as generating electricity or producing second generation biofuels.
