US panel would screen foreign scholars

In a bid to prevent foreign terrorists from masquerading as researchers, the US government has unveiled a proposal to create a panel to screen foreign graduate students, postdocs and scientists who apply for visas to study "sensitive topics" that are "uniquely available" on US campuses.
The 'Interagency Panel on Advanced Science Security' would be created by and composed of representatives from the major US science agencies as well as officials from the State, Justice and Commerce departments.
The proposal comes as a relief to higher education officials, who had feared a more intrusive policy that would dampen the flow of foreign students and scholars.
