This paper provides guidance for policymakers working on identifying low-carbon technologies, and discusses why they should put innovation at the centre of any green growth strategy. The authors argue that the need for innovation in the low-carbon power sector is critical in terms of preventing climate change and promoting development.
The paper explains the innovation process in the low-carbon power sector, and highlights participants and rules in the innovation process. It introduces the 'innovation ecosystems' approach — designed to capture the complexity of innovation processes — and to identify the services innovators need. The final section lays out a step-by-step process for identifying and making the most of opportunities in this sector. The authors conclude that innovation is key to using technology effectively and solving global problems requires everyone to live up to their potential as innovators.

This sourcebook provides an overview of current and upcoming information and communications technology (ICT) for agricultural innovation, and discusses their potential to improve productivity, services institutions and value chains. It aims to provide both technical and policy guidance to development professionals and decision makers, and focuses on how ICT can support poor smallholder farmers including female farmers.
The guide includes fourteen modules on various aspects of ICTs in agriculture, including how to use the technologies to boost livestock, crop and fishery production; increase smallholder farmers' access to financial services; and improve rural governance. Each module provides information about current trends in ICT use, identifies challenges and lessons learned, notes how technologies have been used to achieve specific goals, and offers examples of successes or failures. The report describes the contributions these technologies can make, provides guidance on how to design and implement ICTs and on how to evaluate them.

This policy brief looks at the role of intellectual property rights in developing and accessing technologies for mitigation and adaption to climate change. It provides an overview of intellectual property rights as the main mechanism of encouraging technological innovation for responding to climate change, and describes the issues that prevent constructive discussion in the area. The brief brings together diverse perspectives to propose action, beginning with building trust and exploring potential policy options, challenging countries to go beyond their entrenched positions and thus enable productive climate talks. It concludes with a caution that without reaching a compromise, the impasse will prevent a significant move towards green technologies.

This report, published by the Intergovernmental Panel on Climate Change, examines the role of renewable energy sources and technologies in the mitigation of climate change and provides policy relevant information. The authors evaluate the scientific literature on six renewable energy sources — bioenergy, direct solar energy, geothermal energy, hydropower, ocean energy and wind energy — and their current deployment. The report describes how each of these power sources can be integrated into future energy systems, and outlines future research needs in the context of sustainable development. It puts forward strategies to overcome environmental and social consequences associated with the deployment of such technologies, and compares the cost of energy from renewable sources to non-renewable sources.

This policy guide, published by the UN Food and Agriculture Organization, lays out the key requirements for developing effective and efficient smallholder seed enterprises, and how the process can be supported through policy. It argues that the best way to ensure production and distribution of quality seed in developing countries may be to support smallholder seed enterprises, but this approach can only succeed if the right policies and capacities are in place.
The report gives an overview of each stage of the evolution of the seed sector and possible interventions, as well as priority activities for policy support at each stage. These may include national policies to encourage linkages between research, quality control and financial systems that can support local smallholders in taking over seed production from the public sector. It outlines specific requirements for the establishment and sustainable operation of smallholder seed enterprises.

This technical report provides policymakers with a framework for action to address the underlying causes for the science and technology (S&T) gender gap, and aims to promote discussion about gender in the scientific and academic communities.
The report provides an overview of S&T for development and discusses how gender can be incorporated into S&T education, research and policy. It incorporates empirical data and research contributed by institutions involved in science, technology and gender studies and policy around the world. It highlights the need to increase women's participation in S&T research, foster awareness about science, technology and gender among the general public, and collect more data for research.
The full report is available in English but Arabic, Chinese, Spanish and Russian versions are being prepared. An executive summary is available in English, French, Arabic and Chinese. It is the first of several planned thematic reports to be produced by the UN Educational, Scientific and Cultural Organization (UNESCO).

This booklet, published by the Academy of Science of South Africa (ASSAf), aims to inform policymakers about how Inquiry-Based Science Education (IBSE) — an educational tool that uses learners' experiences for practical teaching — can encourage girls to participate in science and mathematics. It addresses current misconceptions about girls' aptitude for science, and ineffective teaching methods at primary schools in Sub-Saharan Africa.
The report provides an overview of girls' education in Sub-Saharan Africa and describes IBSE, its features, and where it has been implemented. It suggests that integrating IBSE into the school curricula can help to increase girls' participation in science and mathematics. The Academy urges policymakers to endorse IBSE and offers guidance on how they can support pilot projects to implement it in primary schools.

This training manual aims to help science educators, career advisers and school staff to encourage more girls to pursue science and technology (S&T) careers in Africa. Specific objectives include promoting a positive image of women in science, making educators aware of gender stereotypes related to science careers, improving girls' access to science education and ensuring that teachers have the tools they need.
The manual is divided into six main units, each targeting a different audience. For each unit, the manual describes the purpose, target groups, learning outcomes and course content, together with suggested workshop activities for each topic. The workshops enable educators to explore gender issues around science and technology in depth. This manual is available in English, French and Portuguese.

This report presents gender-differentiated statistical data on higher education student enrolments and graduations, human resources for science and technology (S&T), publication output, funding allocation, and scientific ratings given to individual researchers by the National Research Foundation (NRF).
The study finds that South African women's participation in science education has increased, and gender parity in funding for higher education and research has improved, even in the fields of engineering and applied technologies. But women are still a minority, particularly at higher postgraduate levels, and remain behind their male counterparts in access to S&T employment, scientific publications, and NRF ratings. The report recommends action such as promoting research on 'gender responsiveness' and tackling the unequal distribution of public resources.

This study evaluates the extent to which gender perspectives have been integrated into science and technology policy in six Asian countries: China, India, Indonesia, Republic of Korea, the Philippines, and Vietnam. It aims to assess the existing level of support for the integration of gender perspectives into national and regional policy, and to identify steps that could be taken in that direction.
The paper outlines each country's situation on science, technology and gender (STG) using statistical data and information about existing laws and policies related to gender, government programmes, key institutions and current STG problems.
A comparison of the findings suggests differences in the legal and policy frameworks that countries use to ensure gender equality in science and technology (S&T). The study recommends addressing regional concerns by prioritising the collection of S&T data by gender, for example, and ensuring that the scientific community is committed to gender equality.

This report aims to give practical recommendations on the design of Climate Innovation Centres (CICs), which seek to tackle barriers to the transfer, development and deployment of climate technologies in developing countries. It was commissioned by infoDev in collaboration with the UK Department for International Development and the UN Industrial Development Organization.
The report argues that developing countries lag in their capacity to transfer, develop and deploy innovative climate technologies — making them passive recipients of technologies developed elsewhere that are not suited to local conditions.
It highlights gaps and barriers to climate technology innovation based on a survey of 62 developing countries, and after screening more than 550 organisations to identify 67 as potential CICs. To be successful, it says, CICs will need to perform several functions such as committing their own capital to climate technology innovations or finding new ways to attract investors; coordinating research and development; and performing technology needs assessments.

This handbook offers developing countries guidance on how to conduct technology needs assessments systematically to address climate change.
It was prepared by the UN Development Programme (UNDP), in collaboration with the Expert Group on Technology Transfer of the UN Framework Convention on Climate Change (UNFCCC) Secretariat and the Climate Technology Initiative.
This updated version of the 2004 handbook provides a more detailed framework for the development and implementation of needs assessments designed to help countries make informed choices on the technologies they can adopt to mitigate and adapt to the impacts of climate change. In particular, it advises on how to identify, assess and prioritise technologies. It also examines ways to support capacity building and help establish environments to enable technology transfer.

This opinion article argues that excessive concern about the risks of nanotechnology in developing countries could derail its progress and hinder the enormous health, environment and economic benefits to be gained from nanotechnology research. The authors identify the developing countries making the most advances in nanotechnology, those in the middle ground, and the "up and comers".

This report from PLoS Medicine argues that nanotechnology has a role in the development of low-income countries. The authors survey 85 experts worldwide and rank the top ten nanotech applications most likely to benefit developing nations. They outline how these applications can help meet the Millennium Development Goals. The paper calls for an initiative to identify "grand challenges" in nanotechnology for global health, which since the publication of this paper are now underway.

This follow-up paper, from the Journal of Nanotechnology Online, provides an in-depth look at the way poor countries engage with nanotechnology. It analyses why some developing nations are ahead of others in nanotechnology progress, and the challenges some less-developed countries face in shoring up nanotechnology capacity. It also investigates nanotechnology patent activity and assesses country participation in nanotechnology policy dialogues – for instance, China is a frontrunner in filing nanotech patents yet it is absent from policy discussions.

This essay by Chunli Bai, executive vice president of the Chinese Academy of Sciences (CAS), explains the reasons behind the rapid progress of nanotechnology in China. A key factor, says Bai, has been "extraordinary" government support for the field since the early 1980s, which led to the creation of research institutes and significant grant money. But, cautions Bai, public communication on nanotechnology research, and ongoing monitoring and assessment of nanotechnology risks is needed.

The ways nanotechnology applications could solve health, sanitation, and pollution problems and provide faster, cheaper information and communication technology are outlined. The challenges of using and developing nanotechnology for and in developing nations including the roles and responsibilities of different stakeholders are also discussed.
The Meridian Institute says nanotechnology can play a role in achieving the UN Millennium Development Goals. As a result, rich nations should dedicate a reasonable portion of their overseas development assistance to nanotechnology.

Mohamed Hassan at the Academy of Sciences for the Developing World (TWAS) argues that the nanotechnology boom will not lead to a divide between developed and developing countries due to the transformation of 21st century global science. Hassan says Brazil, China and India are swiftly developing nanotech capabilities. Instead, he warns of a South-South divide as poorer nations struggle to catch up. To avoid this, Hassan recommends that developing nations create networks between universities and research centres to share nanotech expertise.
