In a bookless society, why start with books?

When a rural telecentre was set up in 1997 in the Ugandan village of Nakaseke, some questioned the wisdom of providing computers to a community, ravaged by war, that didn’t even have books.
But Richard Fuchs of Canada’s International Development Research Centre tells how the centre has transformed the lives of many villagers, and argues that information and communications have an important part to play in social and economic development.
