This report examines the challenges of managing water resources for agricultural use — specifically in the context of food production — in the face of a changing climate. It provides an overview of climate change impacts in different parts of the world, details options for adaptation and mitigation, and offers practical recommendations on how developing countries can cope with these impacts.
The report outlines methods to assess impacts on water and agriculture, and stresses that water and agricultural policies must be more closely aligned. It concludes with suggestions for action to help countries in carrying out such assessments and adapting agricultural water management. These include using methods such as decision analysis to improve predictions; developing and applying downscaling techniques to build capacity for better analyses and climate adaptation; and coordinating analyses of the level of investment required for different solutions.

This policy brief looks at the role of intellectual property rights in developing and accessing technologies for mitigation and adaption to climate change. It provides an overview of intellectual property rights as the main mechanism of encouraging technological innovation for responding to climate change, and describes the issues that prevent constructive discussion in the area. The brief brings together diverse perspectives to propose action, beginning with building trust and exploring potential policy options, challenging countries to go beyond their entrenched positions and thus enable productive climate talks. It concludes with a caution that without reaching a compromise, the impasse will prevent a significant move towards green technologies.

This report, published by the International Institute for Environment and Development (IIED), presents a framework for developing programmes to monitor interventions for climate change adaptation. Although it is not meant as a definitive guide, it includes potential indicators for tracking and evaluating the success of programmes, and calls for more work to establish baseline measures.
The first section of the report discusses key issues in evaluating adaptation, and challenges in using adaptation indicators. The second section outlines the framework and proposes indicator categories that can be tailored to specific contexts — such as using climate and monitoring data in programme design, and introducing mechanisms that target poor people vulnerable to the impacts of climate change. It concludes by suggesting the use of the framework for more effective investments in climate-resilient development.

This paper suggests that research-based, small-scale interventions that help farming systems adapt to climate change can guide progress towards achieving food security and addressing the food crisis in the Horn of Africa.
It outlines lessons learnt from the Climate Change Adaptation and Development Programme jointly implemented by the UN Environment Programme and the UN Development Programme for Sub-Saharan Africa.
The authors argue for a shift away from top-down, corporate approaches to agricultural research and practice, in favour of a democratic approach that involves giving more decision-making power to local people, including farmers and indigenous people. Small-scale initiatives reduce tillage, protect the soil surface and alternate cereal crops with legumes that enrich the soil.
The paper suggests that communicating food security solutions to the public can help balance vested interests and level the field in favour of small producers. Managed effectively, the current drought in the Horn of Africa offers a window of opportunity to re-establish food security as a global priority.

This working paper, published by the US-based Center for Global Development, outlines a market-oriented approach to funding the development and deployment of low-carbon energy technologies in developing countries. It describes how a green venture fund, with money coming from public and private investors, could help the development of green technologies suitable for use in low-income countries "in time to avoid catastrophic climate change". The authors discuss the commercialisation of these technologies; the structure and rationale of the funding strategy; and how the fund could operate, addressing key issues such as setting technology priorities, geographic focus, and the treatment of public and private investors.

This report documents the proceedings of the AfricaAdapt 2011 Climate Change Symposium that include research, experiences and knowledge about how to coordinate efforts to address climate change in Africa in anticipation of negotiations at COP-17 to be held in Durban, South Africa.
It includes summaries of and links to presentations, experience notes and comments offered by participants, as well as photos, videos and reports from the symposium's interactive plenary sessions. The topics covered include community-led responses to climate change and the role of media in translating and sharing information about climate change.
The report highlights ten overarching conclusions and lessons learned from the research presented. These include the need for improved research into indigenous knowledge and deeper links between adaptation, mitigation and low-carbon development; creating more African forums for knowledge sharing; and strengthening the availability of non-Anglophone researchers and practitioners.
AfricaAdapt is a network dedicated to promoting and facilitating the sharing of knowledge on climate change adaptation in Africa.

This report aims to identify strategies that the agricultural sector can adopt to mitigate and adapt to climate change, ensure food security, and improve the livelihoods of poor smallholder producers.
Agriculture is the main source of livelihood for poor people in developing countries, and improving agricultural productivity is key to achieving food security and meeting most targets set as part of the Millennium Development Goals. In Sub-Saharan Africa, climate change is adding to existing development challenges, making it essential that mitigation, adaptation and rural development strategies are developed together.
By focusing on the example of smallholder farmers in Kenya, the authors suggest "triple win" agricultural practices that promise the greatest payoff in terms of increased resilience of the agriculture sector to climate change mitigation, adaptation, productivity and profitability. They include irrigation, soil and water conservation, integrated soil fertility management and improved livestock feeding.

This report aims to give practical recommendations on the design of Climate Innovation Centres (CICs), which seek to tackle barriers to the transfer, development and deployment of climate technologies in developing countries. It was commissioned by infoDev in collaboration with the UK Department for International Development and the UN Industrial Development Organization.
The report argues that developing countries lag in their capacity to transfer, develop and deploy innovative climate technologies — making them passive recipients of technologies developed elsewhere that are not suited to local conditions.
It highlights gaps and barriers to climate technology innovation based on a survey of 62 developing countries, and after screening more than 550 organisations to identify 67 as potential CICs. To be successful, it says, CICs will need to perform several functions such as committing their own capital to climate technology innovations or finding new ways to attract investors; coordinating research and development; and performing technology needs assessments.

This background document presents scientific information on the effects of climate change on food production, and the implications for adaptation and mitigation efforts. It discusses how countries can manage the predicted average temperature rise of two degrees Celsius by 2100, which is enough to undermine farming systems. This will have major impacts on food security and rural poverty.
The report highlights two ways that countries can work towards adaptation. One is to better manage the agricultural risks of climate variability, for example using improved information services. The other is to speed up adaptation, with technological and policy tools for farmers.
It says that investing in technological innovation is needed to take full advantage of the agriculture sector's capacity to mitigate the impacts of climate change. This could include building monitoring systems for small-scale farmers.
Decision-makers and researchers working on climate, agriculture and food security should interact more to link knowledge with action, the report says.

This report outlines the local, practical experiences and lessons learned from the action research project Climate Change Adaptation and Disaster Risk Reduction (CCA-DRR). The goal of the project was to help local people analyse their own vulnerability to the impacts of climate change and work collaboratively to explore better adaptation practices.
It ran from 2008 to 2010 in three areas of rural Bangladesh where natural hazards occur frequently: Sirajganj on the Jamuna River, which is vulnerable to floods; Naogaon in the north-west, vulnerable to drought; and Patuakhali on the coast, which is vulnerable to cyclones, sea-level rise and salinity intrusion.
The report includes an analysis of the strengths and weakness of activities that mobilise local communities to adapt to the impacts of climate change. It concludes with several recommendations for future policy and implementation, and highlights that local people are best placed to understand changes in their environment.

This handbook offers developing countries guidance on how to conduct technology needs assessments systematically to address climate change.
It was prepared by the UN Development Programme (UNDP), in collaboration with the Expert Group on Technology Transfer of the UN Framework Convention on Climate Change (UNFCCC) Secretariat and the Climate Technology Initiative.
This updated version of the 2004 handbook provides a more detailed framework for the development and implementation of needs assessments designed to help countries make informed choices on the technologies they can adopt to mitigate and adapt to the impacts of climate change. In particular, it advises on how to identify, assess and prioritise technologies. It also examines ways to support capacity building and help establish environments to enable technology transfer.

This report analyses the lending activities of 22 microfinance institutions in Bangladesh and Nepal to assess the extent to which microfinancing can help the poor adapt to climate change. The authors find that microfinance is promoting some adaptation strategies such as crop diversification, better access to irrigation, and improved sanitation to reduce the risk of waterborne diseases. But they suggest that it could play a greater role in disaster preparedness and use of early warning systems.

This first of three studies sponsored by the Asian Development Bank and carried out by the International Food Policy Research Institute, this report highlights cost-effective strategies to boost agriculture in Asia and the Pacific in the face of climate change. The authors use models to predict global climate scenarios up to 2050 and forecast implications for Asia's food security.
The report suggests pro-growth, pro-poor development policies, investment in agricultural research and technologies and regional cooperation as effective strategies for building climate resilience.
